The certificate was designed by Emile Berchmans, who signed the plate.

1866 gründete der deutschstämmige Henry Pieper in Lüttich eine mechanische Werkstätte zur Herstellung von Waffenkomponenten. Kurz darauf errichtete er eine zweite Fabrik zur Produktion von Gewehrläufen in Nessonvaux. Nachdem die Firma 1890 in die Herstellung von Fahrrädern einstieg, folgte ab 1899 die Produktion von Elektro- und Benzinfahrzeugen.
The company produced parts of weapons, and was founded by the Henry Pieter, who was of German origin, in Liège in 1866. He established a second factory for the productions of rifle barrels in Nessonvaux shortly after his first company was founded. The company began production of bicycles in 1890, and electric and petrol cars in 1899.
