Francis Innes Gowen war der Sohn des bekannten Eisenbahn-Anwalts James Emmet und Neffe von Franklin B. Gowen, der President der Philadelphia and Reading Railroad Company war. Nach erfolgreichem Jurastudium wurde er Direktor der Girard Trust Company, einer großen Finanzfirma in Philadelphia. Zusammen mit James E. Hood und Charles E. Ingersoll gründete er 1889 eine Anwaltskanzlei. Zu dieser Zeit entstand auch die Choctaw Coal and Railway Company. Der Girard Trust war stark bei dieser Gesellschaft engagiert, welche eine Bahnlinie bauen und die Kohleminen im Indianer-Gebiet sowie im Gebiet um Oklahoma betreiben sollte. Nach finanziellen Unregelmäßigkeiten wurde 1891 ein Konkursverwalter eingesetzt. 1894 erfolgte die Reorganisation als Choctaw, Oklahoma and Gulf Railroad Company und Francis Gowen wurde President der Gesellschaft. Unter seiner Führung expandierte die Firma erfolgreich, dennoch musste er zurücktreten, als das Unternehmen 1902 unter Kontrolle der Chicago, Rock Island and Pacific Railway Company kam. Nachdem sie rausgedrängt worden waren, wurden Gowen als Jurist für die Pennsylvania Railroad aktiv und Charles E. Ingersoll beteiligte sich an der Finanzierung und dem Bau der Midland Valley Railroad. | |||

Francis Innes Gowen was son of James Emmet Gowen (a noted railroad lawyer) and nephew of Franklin B. Gowen (a president of the Philadelphia and Reading Railroad). He finished law studies and became a director of the Girard Trust Company, a large banking firm in Philadelphia. Together with James E. Hood and Charles E. Ingersoll he formed a law practice in 1889. Around that time the Choctaw Coal and Railway Company had been established in Oklahoma Territory. Girard Trust Company held much of the financial paper for this company, which should construct a railroad line and operate own coal mines in Indian Territory and Oklahoma Territory. Due to financial difficulties it was forced into receivership in 1891. After emerging from receivership in 1894, a new company named Choctaw, Oklahoma and Gulf Railroad was formed and Francis Gowen was named president. Under his leadership CO&G expanded very well, nevertheless he had to resign when Chicago, Rock Island and Pacific Railway gained control of the CO&G in 1902. After the Philadelphia businessmen were forced out, Gowen was appointed General Solicitor for the Pennsylvania Railroad whereas Charles E. Ingersoll became involved in the financing and construction of the Midland Valley Railroad. | |||
