The railway company was founded by R. B. William, who was also President of the New York, Ontario and Western Railway Company, in 1906. The company wanted to build a railway line from Wilkes-Barre, Pennsylvania to the estuary of the Delaware River next to Hancock, New York. The line should run along the Delaware River to Arkville. Only 37 miles of railway track were finished, when strikes disturbed the project. The company went bankrupt in 1911, and was reorganised as Delaware and Northern Railroad Company.
