 Nach dem Beginn der Französischen Revolution im Jahr 1789 brachen dem Staat die Steuereinnahmen weg. Entlastung erhoffte man sich, indem man allen Bürgern mit einem Einkommen über 400 Livres ein Viertel des Einkommens als "patriotischen Beitrag" abverlangte.

 After the French Revolution had started in 1789, the state had a major problem with a sharply declining tax income. In order to compensate this, all incomes above 400 livres were taxed with a "patriotic contribution" of 25 %.
