Für Staatsanleihen wurden keine Inhaberpapie-
re, sondern nur diese Transferzertifikate aus-
gestellt. Statt dessen wurde der Transfer in ein
Hauptbuch eingetragen. Der Käufer erhielt ein
Zertifikat mit den Signaturen des Verkäufers und
eines Verwaltungsangestellten oder sonstigen
Mitarbeiters als Zeugen. Im vorliegenden Fall er-
folgte die Übertragung bei der Bank of England
und der Bankzeuge war J. Cooper. Dieser Art der
Anleihen sind auch als Consols bekannt. Es sind
keine Annuitäten im modernen Sinne, sondern
eine art ewige Anleihen ohne feste Laufzeit. Zwei
Jahrhunderte lang galten Consols als wichtigstes
konservatives Investment reicher Briten. In der
britischen Literatur (zum Beispiel: Dickens, Au-
sten, Thackery, Wilde, Galsworthy) wurde der
Satz „er besitzt xy Pfund an Consols“ verwen-
det um damit anzudeuten, wie vermögend der
künftige Schwiegersohn ist, schließlich waren
die Zinsen eine stetige und sichere Einnahme-
quelle. Die 1923 aufgelegte 2,5 % Emission exi-
stiert noch heute als Teil der britischen Staats-
schulden. Da die Anleihen bei der Regierung
zum Nominalwert eingelöst werden können und
kein festes Laufzeitende besteht, entwickelt sich
der Preis der Anleihen genau umgekehrt zu den
Zinsen. Angesichts der niedrigen Verzinsung
hat die Regierung keinen Interesse die Papiere
zurückzukaufen.
