 Um die landwirtschaftliche Anbaufläche zu vergrößern, begann man bereits im 17. Jahrhundert in Holland mit der Eindeichung des Watts an der Nordseeküste und vor den westfriesischen Inseln. Auf den dadurch entstandenen Poldern wurde vornehmlich Getreide angebaut. Diese aufwendige Art der Landgewinnung verschlang große Geldsummen, so dass die Städte und Gemeinden zur Finanzierung Anleihen ausgeben mussten.

 To increase the agricultural area, Holland began in the 17th century with the embankment of tideland of the North Sea coast and in front of the West Frisian Islands. On the created polders was grown mainly cereals. It was very expensive to create new agricultural land by the way. Therefore it was necessary to raise money by issuing bonds.
